Driving Equitable and Accessible 15 Minute Neighbourhood Transformations

In the DREAMS project we are exploring, through co-created and user-centric mobility services, mobility and flexible activity hubs, how we can actively contribute to creating accessible, sustainable, and inclusive 15mC neighbourhoods in the urban outskirts of European cities and regions.

Our primary objective is to provide a comprehensive and comparative analysis of 15mC lifestyles in various low- to mid-density suburban and urban outskirts within the five regions. Additionally, we are committed to developing and testing new business models and governance frameworks for innovative shared mobility services and flexible activity hubs in low/medium-density areas.

Furthermore, we will develop and apply a decision support tool to facilitate the co-creation and impact assessment of mobility services, mobility hubs, and flexible activity hubs within the DREAMS living labs. We will rigorously examine the mobility, accessibility, and broader societal impacts of these services to ensure their effectiveness.

Ultimately, our goal is to generate policy recommendations that actively pave the way for sustainable and inclusive urban mobility in 15mC neighbourhoods in urban outskirts. We aim to achieve this by leveraging co-created and user-centric mobility services, mobility and flexible activity hubs, and implementing new governance-business models.

Our Living Labs

In six European cities with diverse urban characteristics in low- to mid-density suburban areas and urban outskirts, the DREAMS project conducts extensive research and testing. These living labs across Budapest, Brussels, Munich, Paris, Utrecht, and Vienna serve as real-world testing environments where we co-create and validate mobility services, mobility hubs, and flexible activity hubs tailored to the unique needs of 15-minute neighbourhoods.

Each living lab provides valuable insights into local mobility patterns, community needs, and implementation challenges, enabling us to develop transferable solutions for similar urban contexts across Europe.

A Practical Guide for Practitioners

This Knowledge Platform is designed to support urban mobility practitioners, city planners, and local authorities in implementing sustainable urban mobility solutions. We guide you step-by-step through the Sustainable Urban Mobility Planning (SUMP) Process, offering:

  • Structured guidance through each phase of SUMP implementation in low-density and suburban contexts
  • Evidence-based tools and methodologies developed and validated in our living labs
  • Area-specific recommendations tailored to different urban typologies and community needs
  • Best practices and lessons learned from real-world implementations across six European cities

Whether you're exploring 15-minute neighbourhood concepts, planning mobility hubs, or developing inclusive mobility services, this platform provides the knowledge and tools to support your journey.
