To achieve the goals of accessible, sustainable, and inclusive 15mC neighbourhoods in urban outskirts, a structured planning approach is essential. The Sustainable Urban Mobility Planning (SUMP) process provides a comprehensive framework to guide cities through the development and implementation of effective mobility strategies. This page outlines the four key phases of the SUMP process, each designed to address specific aspects of urban mobility planning.

Preparation and analysis

Set up who plans, agree the ground rules, and read the real mobility situation in the outskirts.

Strategy development

Turn that reading into a shared vision and a small set of measurable targets.

Measure planning

Choose the interventions that fit the area and secure the means to deliver them.

Implementation and monitoring

Put the measures in place, watch what happens, and feed the lessons back into the cycle.

The four phases run as a cycle. Review and learn lessons feeds back into the next round of preparation and analysis.
